Symptoms

Message LCM2107W is issued for one or more volumes when running the LCM scratch synchronization.
Error received during ExLM scratch sync.
LCM2107W Unable to change status of volume. SLSXREQ SCRATCH failed RC=16 Reason=X'4035,4035' 

Affected volume is marked as 'permanent', but it is still in 'scratch' status in the TMC.
