ACSLS - Port will not vary online, serial library (Doc ID 1016539.1)

Symptoms

'testlmu' fails
Port connection to serial library will not vary online
AIX 'getty' process is hung
Message: "No ports online: marked offline"

Changes

Customer disconnected old ACSLS server from the silo in order to migrate to a new ACSLS server. Migration was not successful so the silo was connected back to the old ACSLS server. But ACSLS would not start after that.
