ACSLS - Cannot Vary CAP Online, Robotics Failure on SL8500 (Doc ID 1016649.1)

Symptoms

1.  Cannot enter tapes in CAP

2.  Message in acsss_event.log:
     cl_sm_response: LH error type = LH_ERR_ALREADY_RESERVED
     CAP 0,1,1 reported a hardware error
     LMU error: Co_4400:st_parse_error: ACS 0: State s_reserve_int: Error "0302"
     CAP procedure error: CAP is already reserved.

3.  CAP shows online and available on library panel display

4.  The CAP priority is set to 0 which is a setting for PCAPs ( priority caps ).
