Symptoms

VTCS does not complete initialization.
VTCS starts and terminates immediately.
VTCS starts and ends with no errors.
HSC stays active after VTCS ends.

SLS6653I VTCS MAIN TASK STARTING
SLS6665I VTCS MAIN TASK NORMAL TERMINATION COMPLETE
