ACSLS - 'rc.acsss' Command Failing with "database startup incomplete - exiting" Error (Doc ID 1016757.1)

IBM AIX on POWER Systems (64-bit)

Symptoms

Command "db_command start" returns immediately with no output.

The output from "lsdev -C -c aio" shows "Defined". (It should show  "Available").

Message in di_trace.out:

rc.acsss failing with:
database startup incomplete - exiting

Changes

Rebooted the AIX server
