Symptoms

1.  Cannot bring ACSLS online
2.  Problems configuring ACSLS to two L700 libraries
3.  Only one mchanger entry is created in /dev for each target address
4.  ACSLS cannot see the library

Changes

Add two L700 libraries to the ACSLS configuration
