SMC 7.0 Client Unable to Communicate with ELS 7.0 HTTP Server

IBM z/OS on System z
SMC 7.0 client cannot communicate with the server.
Messages SMC0217 is issued on the server when SMC client attempts to communicate with the server.
Message SMC0217 indicates a takesocket error.
SMC0217 HTTP Server socket error: Socket=0 Error=takesocket() error=113 (00000071) Reason=strerror=The socket has already been taken SMC comm RC=760 SMC0217 HTTP Server socket info: Socket=0 Error=MAXCLIENTS limit exceeded SMC comm RC=760
SMC0217 errors occur after SMC server and HTTP Server initialization completes successfully.
The successful initialization messages are:
SMC0211 HTTP Server startup complete
SMC0024 SMC0 subsystem initialization complete; RC=0
Possible changes that can result in this problem are:
- Upgrade to ELS 7.0 from lower release.
- New ELS 7.0 install.
- Just installed z/OS maintenance.
