T10000 - 1.46.x09 Diagnostic Bug - Can't Run Offline Diags Load-Unload Test While Drive is in a Library

Symptoms
When attempting to run the load/unload test it fails as follows:
8:10 PM Aug 17, 2010 - START C:\Program Files\VOP
1.0.15\diags\Load_Unload_Test.117 Test
Install a DUMP tape for Load_Unload_Test
8:11 PM Aug 17, 2010 - Tape Cartridge is LOADED
DC_BUFFER_TEST PASSED
DUMP tape was successfully loaded
UNLOADING
8:12 PM Aug 17, 2010 - Tape Cartridge is UNLOADED
8:12 PM Aug 17, 2010 - Tape Cartridge is UNLOADED
LOADING
EPT_DIAG_FAILED_LOAD
I then loaded 1.44.210 on the drive and re-ran the test:

I then reloaded 1.46.209 on the drive and ran the test again:

The drive just sits there thinking it's running the test. (If I press "Done" it says it's still running diags) If I interrupt the test by removing the tape from the elevator and reinserting it I get the following:

1.46.109 (T10000A) or 1.46.209 (T10000B) code was installed.
