Tape media not being loaded for a long time or reported being loaded in multiple tape drives

Symptoms

On : SAM-QFS versions 4.6 to 5.1 using ACSLS attached tape libraries.

- In the sam-archiverd trace file, a VSN is reported being loaded into multiple tape drives simultaneously but the physical devices remain idle
- The requested VSN is still loaded but idle in a tape device. No staging or archiving takes place on this VSN until the unload timeout timer expires, the VSN is unloaded from whichever tape device it was loaded in, loaded again in a tape device and archiving/staging continuous.

- No error messages or warnings are found in the traces or messages files.

EXPECTED BEHAVIOR

Expect the VSN being loaded on only 1 tape device.

STEPS

The issue can be reproduced at will with the following steps:
1. use acsls attached tape library with multiple tape drives
2. do archiving/staging

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, archiving or staging jobs that need the loaded VSN will wait for the configured unload timeout to pass until the VSN becomes available and archiving/staging continuous.

This happens only with acsls attached tape libraries.
