After upgrade of OS to Sol10U9, Ops Center 11g failed to login, the following error is received.

Oracle Enterprise Manager Ops Center services are unavailable. Confirm all services are running and then refresh this page.

But all services appear to be running, restarting ops center services did not resolve.
