Dutch Locale / US-International Keyboards are Not Recognized as Expected in Remote Windows Sessions Hosted by Secure Global Desktop

Symptoms

Users connecting to Secure Global Desktop from a Windows XP client (with Dutch / US International Keyboard connected) who then connect to a remote Windows application server (such as Windows 2003) may report that only the US Locale is recognized on the remote host.   Meanwhile, the combination of Dutch locale / Dutch keyboard works as expected in remote sessions initiated via Secure Global Desktop.

While troubleshooting, these users may confirm that when connecting directly to the Application Server via MS-RDP (mstsc), the correct Dutch / US locale is set and used for the session.
