/var/log/snmpd.log contains message entries

"seaproxy_sendReq: SEA Master Agent not responding"

By default /etc/sma/snmp/snmpd.conf has two dlmod entries that acts as a proxy for snmpdx requests.
If the configuration is set to run only snmpd (SMA) the dlmod entries in the snmpd.conf can be commented out and and restart the snmpd agent.
