ACSLS - Can't login using ssh RSA key authentication with users "acsss" and "acssa"

1. Cannot login using ssh RSA key authentication with users "acsss" and "acssa". However, user "root" is
able to ssh successfully when RSA key authentication is used.
2. Both "acsss" and "acssa" users refused the SSH RSA publickey authentication.
3. The sshd log shows this error message:
Authentication refused: bad ownership or modes for directory /export/home/ACSSS
Customer is implementing SSH login with RSA key authentication
