Solaris Cluster 3.x Cannot Failover Resource Group to Non-Global Zone Node it Shows Error "because it is not currently in the cluster membership" (Doc ID 1383713.1)

Symptoms

First, a failover Resource Group (RG) which has two Non-global Zones (NGZ) as members cannot be primaried on either NGZ.

After resolving the 1st problem which brought the RG online on GZ1:NGZ1 the RG could not be moved over to the other NGZ2 on GZ2:

Therefore, the default configuration file was used.
This likely contributed to the issue seen.
