Getting warning messages from named dispatch open_socket after patching (Doc ID 1384900.1)

Symptoms

After installation DNS Bind nameserver patches the following warning messages maybe seen on systems acting as DNS server:

named[478]: dispatch: warning: dispatch 53a710: open_socket(0.0.0.0#2049) -> permission denied: continuing
named[478]: dispatch: warning: dispatch 53a710: open_socket(0.0.0.0#4045) -> permission denied: continuing


and/or

named[478]: dispatch: warning: dispatch 53a710: open_socket(::#2049) -> permission denied: continuing
named[478]: dispatch: warning: dispatch 53a710: open_socket(::#4045) -> permission denied: continuing

The messages maybe seen after applying the DNS Bind (nameserver) patches listed in this advisory.
