Solaris Cluster 3.x HA-SAP Fails to Start Sporadically with "FAIL: NIECONN_REFUSED (Connection refused), startup of Instance failed" (Doc ID 1417433.1)

Oracle Solaris on SPARC (64-bit)
Oracle Solaris on x86-64 (64-bit)

Symptoms

Approximately every other failover of HA-SAP resource is failing with the following symptoms: 

 
Note that killing the startsap process with "kill -9" and restarting it will workaround the problem.

Changes

No changes were made on the system. The problem showed up after cluster installation. The issue is occurring sporadically and did not show up during cluster acceptance tests.
