Solaris Cluster Telemetry Resource Reach Timeout and Goes into "Start failed" when common-agent-container Service is Offline (Doc ID 1425823.1)

After patching system (in this case the patch for cacao was included in the patchset) we observed the following error from Solaris Cluster telemetry resource

node1 [ID 764140 daemon.error] Method <sctelemetry_svc_start> on resource <cl-tlmtry-rs>, resource group <cl-tlmtry-rg> , node <node1>: Timeout.

the status of the telemetry resource was:
