Symptoms

The following messages occur when trying to use a newly installed VLE:

SLS6684I RTD VLE1RTD0 on VTSS VSM5A Returned ECAM error CC=5 RC=109
SLS6884E TAPEPLEX:VLE1 SMC comms error:UUI Call failed RC=8 Reason=0000014C
SLS6600E Communications to VLE1 is down and affecting V017
