Symptoms
SLS0699I RESPONSE ACS 00 SEQ 02/608 ERR 01/13 INVALID CELL ADRESS RET'D TO SRC LSM 03
After upgrading code to FRS_7.70 and converting to RE and imported 4,900 capacity licenses with 2EXP SL8500 physical available cell count is 4,904.
HSC attempted to access invalid cell as below.

SLS0699I RESPONSE ACS 00 SEQ 05/754 ERR 01/13 INVALID CELL ADRESS RET'D TO SRC LSM 03
Target cell 03/26:23:01 is 1,4,27,2,11 and inactivated due to 4,900 cells license limit.
(Confirmed farthest 4 cells between 1,4,27,2,11 and 1,4,27,2,14 are inactive from SLC)
