This issue occurs when a snapshot is received to another pool on the same system or a pool on a remote system. If commands such as ls(1) or cd(1) are run on the receiving pool or dataset to verify the 'zfs receive' was successful, the atime (acces time) is modified. The next 'zfs receive' will fail with the following:
