Solaris Volume Manager (SVM) the newfs Command Fails with "Resource temporarily unavailable" when run on metadevice

A ufs file system is being created on top of a Solaris Volume Manager metadevice. The newfs command is correctly run against the device. Instead of creating the file system, the command fails with the following errors.
/dev/md/rdsk/d20: Resource temporarily unavailable
The metadevice had just been successfully created. The newfs command was executed immediately after the creation.
