ACSLS - TSM checkout or eject process is failing because of database "connection refused" error (Doc ID 1496953.1)

Symptoms

From the acsss_event.log, ACSLS was trying to connect to a database in a remote host (i.e., not the local host):

2012-09-26 11:39:27 EJECT[20631]:
1328 N di_pri_get_status_code.c Unknown 212
di_pri_get_status_code:
 DBMS error. Return code (08001) and message ("[unixODBC]Could not connect
to the server;
Connection refused [10.20.34.19:5433]"). DI_STATUS = DI_S_UNABLE_TO_CONNECT

2012-10-04 13:31:41 EJECT[2196]:

When running 'pg_ctl -w -D $PGDATA start', the following errors were displayed:

The PostgreSQL server failed to start. Please check the log output:
2012-10-06 03:36:06  LOG: could not bind IPv4 socket: Cannot assign requested address
2012-10-06 03:36:06  HINT: Is another postmaster already running on port 5432? If not, wait a few seconds and retry.
2012-10-06 03:36:06  WARNING: could not create listen socket for "localhost"
2012-10-06 03:36:06  FATAL: could not create any TCP/IP sockets
