Server fails to boot - error message at boot:

svc.configd-fatal error:snaplevels corrupt; expected level 2, got 1
set dependencies failed unexpected error 131

Server boots successfully in failsafe mode: boot -F failsafe and able to mount (/) on the OS boot disk.
