ACSLS - Web GUI Getting "Access Denied" Error

Symptoms
Customer is unable to get the ACSLS Web Gui to work. He gets the error message "I.E. cannot display the webpage".
Internet Explorer 8 gets "Internet Explorer cannot display the webpage" error when bringing up the ACSLS 8.1 GUI.
Both Mozilla Firefox and Google Chrome browsers can bring up the ACSLS GUI. The base version of IE8 (i.e., no updates applied) is able to bring up the GUI.
ACSLS 8.1 server's Weblogic console GUI can be accessed through IE8.
The admin_server's server log shows this error message:

Message: Invalid/unknown SSL header was received from peer server...during SSL handshake
Detail: Data received in SSL header was either invalid, or from a version of SSL that Weblogic Server does not understand.
Cause: A peer is either sending invalid data, trying to connect using a newer version of SSL that is incompatible with the version of SSL used by WebLogic Server,
or is trying to connect using plaintext data from a protocol for which WebLogic Server does not check.
Action: Check the peer that is trying to connect. It may be trying to connect using plaintext protocol over SSL by mistake, or it may be using some new incompatible
version of SSL
The Weblogic server is using the generic digital certificate.
