Password Complexity in Solaris - Message: "The password must contain at least 1 numeric or special character(s)" (Doc ID 1511911.1)

Goal

Why are numeric or special characters required if the password complexity parameter is not set for them?

i.e Following are the parameters set for password complexity in /etc/default/passwd. There is no special or numeric character set.
But when root user try to reset password of a user the message displayed is : "The password must contain at least 1 numeric or special character(s)."
