Cannot start Ops Center Enterprise Controller even after reboot.. Error: Fail to start cacao agent. oem-ec (Doc ID 1517420.1)

Symptoms

After stop and start of the Ops Center EC/PC noticed the oem-ec process is stuck trying to start.  Rebooted the Ops Center server.  Still can't get the oem-ec process to start.

svcs shows:

 

Changes

The lab had it's NFS server rebooted and Ops Center became unresponsive.
