Symptoms
There were two issues..
For ISSUE#1 having the following problem description:
Automatically added job 'Scheduled Synchronize Oracle 11' succeeds to the EC/PC, but fails to the (3) remote proxy controllers.
looking at the details of the job, this is the error:
FOR ISSUE #2 having the following problem description:
The automated job failed again but with a different issue. Something else had a lock on the IPS repository.

Tried to automatically added job 'Scheduled Synchronize Oracle 11' succeeds to the EC/PC, but fails to the (3) remote proxy controllers.
