ACSLS - "acsls" Service Is Not Starting and Remains in Maintenance Status

Symptoms
1. The ACSLS acsls service does not start and remains in maintenance mode
2. The acsss_daemon does not start
3. The acsss_event.log does not log any start up messages
4. The 'acsss enable' command is in a forever loop of incrementing dots and is not returning to the command prompt
5. Verified the acsls service startup messages in /var/svc/log/application-slm-acsls:default.log.
It shows these error messages:
