Ops Center firmware jobs failing with permission denied errors in error.log (Doc ID 1530382.1)

Firmware downloads consistently failing, seeing the following errors in (OCDoctor.sh --collectlogs) ../satellite_proxy/server/logs/   <XXXXX>/error.log:

[notice this one, FIRMWARE/error.log is failing on a completely DIFFERENT file access issue (not a permissions issue!).  Problems with a nonexistent UCE_Library swlib2 location, Library= 'Linux, Solaris 8-10 Software Update Library", required by UCE server.  In this case, somebody deleted the entire UCE swlib2 UUID location]
