Symptoms
The load average shown by the result of uptime command immediately after reboot is very high.
* The uptime command shows the load average of the last 1, 5 and 15 minutes. On this basis the '1 minute' average becomes normal after 16 minutes, while the '5' and '15' minute values will take a system-specific amount of time to return to values within a normal range. The time for all values to return to something normal is dependent on how large the initial value was; so the running average can take minutes or hours to impact what we see.
