iSCSI intiator may take more than 60 seconds to re-connect after target failover (Doc ID 1539023.1)

 Solaris 11 and 11.1 are not sending a FIN,ACK to the other end of the TCP session when it receives a FIN,ACK from the other end.  This leaves the connection open on the host until the time_wait_interval is exhausted and the connection is exhausted.  This impacts ISCSI connections since the iscsi sessions are stuck waiting to reconnect.  On Solaris 10, the TCP session properly send the FIN,ACK.
