EM OpsCenter Report Services not available after EC restart, Analytics data show No Data (Doc ID 1540802.1)

Symptoms

After EC restart the all assets won't show any analytical data. by going to the analytic's tab > Thresholds, you get the error below. Also under summery/History there is no data.
