ACSLS - Did Not Switch Over to SL8500 Redundant HBC Card - gets "LC/LMU failure" error

Symptoms
SL8500 had a RE (Redundant Electronics) switch over from HBCA to HBCB card; ACSLS did not switch over to standby HBC
ACSLS reported the library LSM's as all offline; Port showed as online.
ACSLS audit_event.log reported following errors
cl_sm_response: LH error type = LH_ERR_LMU_FAILURE
LSM 0, 2: Library error, LC/LMU failure
LSM 0, 2: Offline
