Symptoms
STA installation script is failing to complete because Weblogic fails to start.
STA install script failing with error "Weblogic installed but failed to start"
Error messages from the /Oracle/Middleware/user_projects/domains/TBI/servers/AdminServer/logs/weblogic.log:

weblogic.management.ManagementException: Unable to obtain lock on /data/Oracle/Middleware/user_projects/domains/TBI/servers/AdminServer/tmp/AdminServer.lok. Server may already be running
at weblogic.management.internal.ServerLocks.getServerLock(ServerLocks.java:206)

The problem persists even after uninstalling and re-installing STA.
