Symptoms
SVAA 3.1 does not initialize and a GRS display indicates SVAA is not active.

NO REQUESTORS FOR RESOURCE SYSZSVAA *.
DFDSS Concurrent Copy, which uses Snapshot via the LLAPI, cannot perform fast-replicate.
Batch jobs abend with S0C4.
Example abend message :
IEC161I 052(012,GLVIPOF1)-084,DMVIPV28,SMSMVSS JS210,SYS00082,,,
IEC161I PDSMS.MVSS.SITE.MVSSMSG,PDSMS.MVSS.SITE.MVSSMSG.DATA,
IEC161I CATALOG.SMS.USERCAT.
The jobs can not complete their processing because another job has the resource required. If the jobs are run later, they complete successfully.
Changes
Upgraded to z/OS 1.12 or higher or, if already running at that OS level, made changes to IEFSSNxx.
