SLUCONDB Fails With Message "SLS6052I NO TMC RECORDS FOUND TO EXTRACT" In A TLMS Environment (Doc ID 1573700.1)

Symptoms

In a TLMS environment when running SLUCONDB, message SLS6052I is issued when there are volumes to be scratched. 
SLUCONDB issues messages:  

  SLS6052I NO TMC RECORDS FOUND TO EXTRACT
  SLS0155I CONDITION CODE FOR UTILITY FUNCTION IS 4

Changes

Installed ELS maintenance, including L1H1707 (ELS 7.1) and L1H1708 (ELS 7.0).
