LibAttach - NetBackup Mount Request to LibStation Fails With "TpErrno = Robot operation failed"

Symptoms
Netbackup mounts are failing with these error messages:

The library management software is LibStation and the Netbackup host is Windows ( with library control path communication through LibAttach ).
LibStation trace shows the client is sending invalid drive IDs to LibStation
LibStation gets "status_drive_not_in_library" error during the mount operation
