SLS6702E NO VOLUMES AVAILABLE FOR AUTO MIGRATION SELECTION ON VTSS nnnnnnnn

Changes

 A Disaster Recovery (DR) test was started with a VTSS that was not already empty (0% DBU).  The VTSS was not drained following the previous DR test.
