RECONCIL Utility Appears To Be Recalling VTVs When It Is Not

This document is not a how to, nor a reference on operational matters. It simply describes what is occurring in the RECONCIL process where it may appear that VTVs are being recalled when it would be thought they should not need to be recalled.
VTV is already in the VTSS or recalled from a previous MVC in the RECONCIL run and these messages are issued:
Recall from MVC 022608 to VTSS HBVTSS16
SLS6683I Bulk recall of 1 VTVs issued to MVC 022608
SLS6637I Recall from MVC 022608 completed
Why is SLS6683I issued followed by SLS337I when no VTVs were actually recalled?
