ILOM Reporting /SYS/FANBD errors via SNMP but not under Web or Console (cli) interfaces

Symptoms

Customer stated that there are SNMP alerts ("State change: indicator") about fans:

Jan 17 03:12:27 xxxxx hwmgmtd[1051]: [ID 702911 daemon.notice] State change:
indicator: /SYS/FANBD/F2/SERVICE (ID: 286) changed state from "Off" (3) to "On" (4).
Jan 17 03:13:21 xxxxx hwmgmtd[1051]: [ID 702911 daemon.notice] State change:
indicator: /SYS/FANBD/F2/SERVICE (ID: 286) changed state from "On" (4) to "Off" (3).

Feb 8 09:34:53 xxxxx hwmgmtd[1051]: [ID 702911 daemon.notice] State change:
indicator: /SYS/FANBD/F5/SERVICE (ID: 289) changed state from "Off" (3) to "On" (4).
Feb 8 09:35:37 xxxxx hwmgmtd[1051]: [ID 702911 daemon.notice] State change:
indicator: /SYS/FANBD/F5/SERVICE (ID: 289) changed state from "On" (4) to "Off" (3).

but no such alerts are not seen under either the Web or Console (cli) interfaces.
