Exalytics: When Executing Opmnctl Startall Command The OPMN Services Do Not Start And Returns The Error: Communication error with the OPMN server local port. (Doc ID 1596803.1)

Symptoms

Attempts to start the OBI Services at command using the opmnctl command fails with:

[oracle@<SERVER>lorex2 bin]$ ./opmnctl status
Communication error with the OPMN server local port.
Check the OPMN log files
opmnctl status: opmn is not running.
[oracle@<SERVER>lorex2 bin]$ ./opmnctl startall
opmnctl startall: starting opmn and all managed processes...
Communication error with the OPMN server local port.
Check the OPMN log files

 

In the opmn.log (/FMW_HOME\instances\instance1\diagnostics\logs\OPMN\opmn), the following messages are included:

[NOTIFICATION:1] [675] [pm-internal] OPMN server ready. Request handling enabled
[ERROR:1] [17] [ons-listener] ::1;<PORT>: BIND (Address already in use)

Note that the <PORT> shown in the ERROR line, is the port number that had the conflict.
