Goal

Reinstall of agent needs IPS, but can't get to the EC/Proxy.

This typically happens after upgrading the EC/PC, per the following bug:

Bug:16693715 - EC UPGRADE RE-INITIALIZES S11 MSR CERT, BREAKING ALL DOWNSTREAM S11 PKG UPDATES
