ZFS Raw Device User/group Ownership do not survive zone reboot

Symptoms
Device file permissions/ownership has been manually set for a raw zvol on the underlying /devices file.
For example:
# ls -ltr /dev/zvol/rdsk/<POOL>l
lrwxrwxrwx 1 root root 0 Jan 29 11:45 <ZFS_VOLUME> -> ../../../..//devices/pseudo/zfs@0:28,raw
# ls -ltr /devices/pseudo/zfs@0:28,raw
crw-rw---- 1 <UID> <GID> 287, 28 Jan 29 11:47 /devices/pseudo/zfs@0:28,raw
Upon reboot the device ownership is reset to the default of root:root
