Symptoms

Getting the wrong combination of storage class copies for a VTV.
VTV migrated to wrong storage class during drain/reclaim/archive/reconcile.

VTV is migrated to the same STORCLAS twice instead of to a different STORCLAS as specified on the MGMTCLAS.
