Solaris 11, iostat show inactive tape devs as 100 % busy (Doc ID 1622343.1)

Symptoms

Solaris 11.1 using FC  tape drives:

when running an iostat -xMmn, command can show devices 100% busy
even when the devices are not loaded and inactive.

Ex :


    0.0    0.0    0.0    0.0  0.0 141.0    0.0    0.0   0 100 rmt/3
    0.0    0.0    0.0    0.0  0.0 139.0    0.0    0.0   0 100 rmt/0
    0.0    0.0    0.0    0.0  0.0 139.0    0.0    0.0   0 100 rmt/1

    0.0    0.0    0.0    0.0  0.0 141.0    0.0    0.0   0 100 rmt/3
    0.0    0.0    0.0    0.0  0.0 139.0    0.0    0.0   0 100 rmt/0
