zfs receive Reports "Cannot mount...Directory is not empty" (Doc ID 1637871.1)

Symptoms

Whilst receiving a ZFS send stream, zfs receive reports that it is unable to mount one of the new filesystems, as the mountpoint directory is not empty.  In this case, the active rpool is being migrated to new storage.
