HSM: SAMFS Recycler Does Not Mark "c" Flag on Cartridges Which Meet Recycler Conditions

Symptoms
Can't recycle obsoleted cartridge space.
The sam-recycler seldom detects and marks a 'c' flag on cartridges which meet recycler conditions.
From recycler log noticed there were only very few cartridges marked with 'c' flag and recycled in two months.
The issue can be reproduced at will with the following shown in the /etc/opt/SUNWsamfs/recycler.cmd file:
LIBRARY_FAMILY -hwm 60 -mingain 40 -vsncount 2 -mail root
