Solaris Cluster Boot of Zone Cluster Fails with "SUNW-MSG-ID: ZFS-8000-xx" and "ZFS device 'root' in pool 'xxx' has insufficient replicas to continue." if root is Configured on "local zpool" (Doc ID 1662290.1)

Symptoms

When Solaris Cluster is configured with zone cluster than the zone cluster can use a "local zpool" to boot the zone cluster. A "local zpool" is a zpool which should only be available on one Solaris Cluster node WITHOUT using SUNW.HAStoragePlus.

But after shutting down a Solaris Cluster node the start of the zone cluster fails.
In the /var/adm/messages the below messages are seen when the node is booting:
