ACSLS - Database won't start - getting "PANIC: could not locate a valid checkpoint record" in Postgres transaction log (Doc ID 1665857.1)

Symptoms

ACSLS HA cluster resources failed to go online because of ACSLS database issues. The error message in the logs shows:

waiting for postmaster to start....2014-04-10 22:28:30 CEST 5405 LOG: could not bind IPv6 socket: Cannot assign requested address
2014-04-10 22:28:30 CEST 5405 HINT: Is another postmaster already running on port 5433? If not, wait a few seconds and retry.

The postgres transaction log shows "PANIC: could not locate a valid checkpoint record".

ACSLS is not starting because of clientinfo index issues. A rebuild of the access control info is failing to update the database clientinfo table.
SQL DELETE and SQL UPDATE commands are not effective on the clientinfo table.
