ACSLS - Database Won't Start - Getting "PANIC: could not locate a valid checkpoint record" Error in Postgres Transaction Log (Doc ID 1665857.1)

Symptoms

ACSLS HA cluster resources failed to go online because of ACSLS database issues. The error message in the logs shows:


The postgres transaction log shows "PANIC: could not locate a valid checkpoint record".

ACSLS is not starting because of clientinfo index issues. A rebuild of the access control info is failing to update the database clientinfo table.
SQL DELETE and SQL UPDATE commands are not effective on the clientinfo table.
