Can't See Nxge 10G Card On T4-1 even though it is physically there and prtdiag shows it

nxge cards on T4-1 machine are not being recognized by system on boot even though it is physically present in /etc/path_to_inst file and prtdiag shows as below:
prtdiag porsion for these adapters is:
/SYS/MB/CMP0/NIU_CORE NIUMX network-SUNW,niusl-kt --
/niu@480/network
/SYS/MB/CMP0/NIU_CORE NIUMX network-SUNW,niusl-kt --
/niu@480/network
/etc/path_to_inst:
"/niu@480" 0 "niumx"
"/niu@480/network@0" 0 "nxge"
"/niu@480/network@1" 1 "nxge"
So, physically, cards are present, but prtconf output shows:
niu, instance #0
network (driver not attached)
network (driver not attached)
Goal
Operating system should recognize the devices and one should be able to plumb them and use them.
